fender flare and steer question

New here. Hi!

Previous owner cut this out with the intention of fixing it I guess. Would fender flare cover it up?

Also anyone hear of the shafts joint causing slop steering? How tough is that to fix?

Thinking about purchasing an 85 with these two issues. Any help would be appreciated. Look forward to learning!

A fender flare might cover it, but it wouldn't pass inspection if you plan on tagging it.
Define "shafts joint".

Ouch!! Looks like that is a project... Not sure if flares are going to make it look a 100%.
