Filter on fuel line under hood??

Hey guys,

I know there is a fuel filter in the tank in my 2004 V6 4Runner... But I see a black filter on what seems to be the fuel line next to a green purge valve under the hood on the driver's side of the engine... is this a secondary fuel filter that can be replaced?
Anybody have any idea of what it is?

Pretty sure that's part of the AC line.

There is only ONE fuel filter on this vehicle - in the tank.

Thats the evap valve. not part of an a/c system.
