Fixed Engine Block Bolt Broken

New to the forum. 2000 4Runner, 3.4L/V6. Searched for the answer and could not find. Snapped the fixed bolt attached to the engine block that secures the lower plenum. First pic shows both broken pieces of the bolt. Second shows the position of the bolt, far right closest to belts.

-Is there a back to this bolt accessible by dismantling the belts and maybe even the block? Really would like to avoid this.

-If no back to the bolt, can I drill out, tap and replace with new bolt?

Any suggestions or links would be greatly appreciated.

That looks like a threaded stud, have you tried soaking it with PB Blaster for a day and then spinning it out with a pair of vise grips? The plenum is a cast piece and the studs are usually threaded in after the post casting clean up.

BTW, you may want to stuff a couple of rags in that plenum to keep the junk out.

I usually use heat, but flame in that area is a mono. My heatngun has limited effect, I think because the metal is such a large heatsink.

But I have used some time ago about heating it up then hitting the bolt with a can of compressed air upside down to get the liquid to shock the bolt a bit away from the threads.

I worry about it cracking the base material, though and don't usually do it these days.

I've not found anything good for a bolt galded into aluminum yet
