Fog Light Bulb Stuck

I have an 03 with 160k km so she's been around the block. Becuase of this it would appear/feel like the fog light housing is corroded and both bulbs can't even be twisted. After soaking (wd-40) and wiggling one for 4 hours I have it moving a few milimeters but thats it. Super frustrating as I would really like to put in my new Hoen Endurance Fogs.

So, anyone have any tricks? Is it hard to take the entire assembly out so I can work on it while looking at it instead of reaching into the back of the bumper?
Any ideas would be great as this is a real PITA.

When I replaced mine they were stuck like that as well. I think I used a really large pair of channellocks and grabbed the back of the bulb with them.

I believe there are only 3 bolts that hold the fog light in.

Try the channel locks. Then put some anti seize on the new ones.
