Fog lights as DRL's

I did the Fog lights as DRL mod, and replaced the stock bulbs with HID kits. If I start the truck with the fog light switch "on" The left one doesn't come on. If I turn them off and then on, they both come on. It's not the end of the world, but if anyone has any suggestions for being able to start the truck with the fog lights on and have them both turn on, that'd be great!

That's not normal.

Do some typical troubleshooting (check the wiring and connections to make sure they're okay, and maybe swap the bulbs between the two (yeah, PITA) to see if maybe thats the problem.)

When I first did the transition to HID, I thought I had a bad bulb/ballast but it turned out one of the little prongs was bent.
 
mind you asking what kind of kit you have in fogs? The reason I'm asking I seen people reporting same issue on HIDPlanet forum. In most cases its due to poor quality of HID kit. Also, do you use separate relay wiring harness? I would strongly suggest on that (its only cost $20) and it draws power straight from the battery instead of stock wiring. I run 2 relay harnesses (fogs & lows) and use relatively cheap HID kits (under $100 ea) to power up my Phillips bulbs and I never had any problems, ever

battery voltage drops a lot when cranking

maybe not enough juice to light it off but enough to start the lights 'start up' cycle
which expires before the starter unloads
