Fog lights mod part 2 only..?

I have looked through all links I can find regarding fog lights mod, but still could find the info I am looking for. Can anyone tell me if it is possible to do just a part of this mod that allows you to use your fog lights with high beam? I am talking about part 2 of this mod from J.A’.s web site Toyota 4Runner Independent use of Fog Light Mod

I'm sure u can do part 2 of the mod, got totake apart the steering cover and splice the wires together, I'm sure that will work the way u want, but u can't just turn on the fogs by itself.
