"fogged" fog lights

Hey everyone,
I have a 2003 4Runner Sport Edition. Recently, I noticed that on the passenger side fog light assembly water/moisture is inside it. Is there a problem with the seals or something? What should I do? Replace the whole housing?

I would guess that only the seal need be replaced.... but i dont speak from experience. Though I think my drivers side might have a little condensation in it, i need to remember to check once things dry out more...

My 05 has the identical problem and I have yet to figure it out.
