I pull on the straps coming out of the seat but it wont budge. whats the deal here? And yes i've looked at the manual but still no luck.

Sometimes you have to really yank them pretty hard, especially if you haven't raised them up in a long time.

I had this same problem. There are a couple different straps on mine. I have to either force my hand between the seats and pull the little plastic handle or go in behind the seats after pulling back the carpet along the back. It's a pain and I am planning on attaching a longer strap so it doesnt wiggle its way back down in there.

I think this happened to my 98 a few years back--the seat belt got jammed in the works and I had to reach my hand in there and use some elbow grease. Take your time and find out what is stuck. Good luck.

I have noticed that when you pull the strap, pull it parallel to the seat towards the front seats and NOT directly upwards. This allows the bracket to move out from under the back portion.

The plastic at the back of the strap gets "caught" for whatever reason. I've used a large screwdriver for leverage to make it easier when I didn't feel like manhandling it.

Dont pull up. pull forward. if you look at the design of the clamp, it dosnt move when you pull it up. (perpendicular) it needs to be pulled forward or (parallel) to the seat.
