Front Diff Breather/Actuator Hardline Aluminum Spacer?

While wrenching under my rig, I noticed the short front diff breather from the diff to the hard line was disconnected. Its a tight squeeze in there, so it was easier for me to remove the hardline bracket near the actuator in order to re-connect it.

While doing this, I noticed that the bolt did not seem original, and the whole bracket is resting on an aluminum spacer block about 1" cubed. This doesn't seem original to me...

Normal or not?
