front differential concerns

I have recently put in a front differential on my 3rd generation 4runner and am seeing something odd. When jacked up I can spin one wheel and the other one turns the opposite direction. I know this as an open diff but if my actuator is not engaged into 4wd should the other tire spin as well? I would think the other tire should be "free" if not in 4wd. Is this an issue?

What year do you have? The diffs are a bit different across years.

I want to say that the spider gears do not disengage, the add just disconnects the drive shaft input.
