Pull the pin
In case anyone is wondering, you've got to yank out the pin from the pull rod, then you can rotate it freely. The pin that I mean is that small metal rod, flattened on the end which is inserted horizontally into the pull rod.
Also worth noting is that the brake light in the dash is wired in parallel with the brake fluid level sensor. In my case, since the brake light had been on for a while as the hand brake cable was broken, I didn't realize that brake fluid level had dropped a bit. It was only after I put in the new cable that I saw that the brake light in the dash was still on.

You don't have to yank out the pin. There's a button toward the front of the rod that lets you push the rod about 2 inches farther in, then you can hook the cable from inside the hood after removing the pulley. You do need to remove the switch for the light, or the prong on the rod that pushes the button.
The biggest problem I had was finding a new cable. The install itself only took me about 20 minutes and I'm not very good at auto work.

So where did you find a brake cable, i am in the market to find one and replace my broken on my 93

To get the pin to come out I just grabbed it with a set of needle nose pliers and pulled it right out. At the time the cable had snapped, so there was slack.

Yeah where did ya find a replacement cable, I just busted mine!

I got mine on ebay. But you should be able to get them directly from a Toyota dealer.

I found mine on toyotapartszone.com for $58.56 with UPS ground shipping, got it in yesterday and putting it in this weekend. i will let you all know how it goes.

Old thread, but I'm dealing with this on my '92. Just as an FYI, there are spines on the pin that you need to pull out to rotate the parking brake handle a little further to get the cable unhooked. So this pin needs to be pulled straight out, not twisted.
I tried pulling it straight out with a set of visegrips and didn't have any luck. After twisting it, I broke the pin
After looking under the truck and unhooking the other end of that front parking brake cable, it looks like putting in a new one will be difficult since there are connectors on each end.
Any suggestions? I was going to practice on mine before heading over to pick-n-pull, but I might just try fixing or welding the cable back together.

I dealt with this, and am still dealing with it, so I wanted to put all this info somewhere. Unfortunately my new cable, ordered from rockauto, got or came with a burr in it, which then got it kinked. Now I still have the cable get caught up in the handle mechanism sometimes, especially if I'm not really slow in putting the e-brake in.
The replacement is really easy (as long as it works for you). I didn't realize early on that you replace the whole cable, including the sleeve. The toughest part is getting it off the handle, which is easy if you have all the info. Here's links with more info, but basically you remove the brake warning light button, and the pulley, and then push the front most lever on the brake mechanism (right behind the dash) while pushing in the brake level. This lets it go back an extra half inch, and lets you get the cable out easily from the mechanism, all without worrying about that pin that hits the brake warning light button, or removing anything else. After that, it's just removing a couple of brackets underneath, bending a couple others, and removing the pin at the other end. Simple....but better when there's not melting ice dripping on you.

BTW, even though rockauto and others only list this part for the pickup and not the 4runner, this page on toyotapartszone shows all 89-95 4runners and pickups (not the extended cab ones, for obvious reasons) use the same part number for the cable:

On rockauto, that is part number C138652 from this page:
