Front tow hitch

Hi all new here. I have been looking for a front tow hitch for a 994runner sr5. Can't seem to find one for that year. They stop at 98 and start at oo again. I found one took to my mechanic to install and he said it needed spacers about 2 to 21/2" thick with longer bolts about 31/2". Called the company I ordered from and am waiting for a packet with spacers but from what I can gather they will be too small. I am getting frustated calling to clear up the problem and tried MANY sites online. Any info would be appreciated.

FRONT TOW HITCH

I have checked all the well known manufacturers on different sites. 99 4runners don't show up. It showed up on one I ordered it doesn't fit right without large spacers and longer bolts which were not included. On checking another site I found the same part number and it only went up to 1998 4runner.
