front washer cleaner pump not working?..

i have a 99' sr5 3.4L and i just changed my starter cause it died, and now my front washer pump isnt pumping fluid, but the back one is working. i can hear the pump in the back pumping but not the front? now my question is does it run off the same pump or are there 2 different pumps? If there is 2 different pumps where would they be loacated on the truck? i tried searching the forums and cant find anything. Any help will be great.

Two pumps in one tank. The access them, you need to remove the passenger wheel liner and there they sit.
