frozen brakes?

Is it normal for brakes (not parking brake) to get frozen? Last night and this morning the temperature in Chicago was/is around 0 F. I started the car (1999 T4R Highlander), warmed it up for a few minutes, drove off and discovered that I have to press VERY HARD to brake. The pedal was stiff as a rock. After driving slowly for a few stop signs, the brakes returned to normal.

Does anybody have a thought on this?

have you ever seen someone driving and a wheel isnt spinning due to frozen brakes, now thats funny to see it brake loose.
