Frozen fog light bolts. Argh!

When attempting to change the bulb in my OEM fog light, two of the 3 bolts turn but freeze up.

This is a 1999 LTD with the OEM lights in the lower bumper.

No matter what size phillips head I use, they turn a bit then stop. I am close to shredding the heads.

I think they are corroded down the shank where the housing meets the cover.

I think I changed the bulbs 3 years ago without any problem.

There is no way to spray penetrant.

Any suggestions before I get out the dremel?

Have you tried a penetrating oil such as PB Blaster?

You can find this at Kragen.

I know Hardware stores carry an equivalent.

I sprayed all the screws last night with PB and will do again tonight.

While I am at it, I should check the other fog light to see if they will loosen.

If the PB does not help, what are your thoughts on removing the entire light assembly? It is tough to work on them, lying on the ground etc.
