According to the FSM, each injector is installed in the fuel pipe. A bolt from the fuel pipe is removed, and replaced with a special bolt that adapts to a fuel pressure tester.
Other include a Schrader test valve, to simplify getting a fuel pressure reading.
This is a link to a fuel pressure gauge that can be installed under the hood: Fuel Pressure Gauge Kit 2RZ/3RZ
At the bottom of the linked page is a replacement fuel pipe bolt, which is part of the gauge kit. If an under hood gauge is not wanted long term, a Schrader valve should be able to be adapted to the replacement fuel pipe bolt. This combo would make for a convenient test port.

I had that banjo bolt on the fuel rail out last week when I replaced the fuel filter. I've been chasing down a low power/hesitation and stumbling issue. Also the exhaust occasionally has a bleach like smell. I think it's just running lean but not getting anything other than occasional slow O2 error code. I had the cat pressure checked, new O2 sensors, new plugs/wires, new fuel filter chasing this down. I guess I'm down to Fuel pump and or pressure regulator.
I am going to try the banjo bolt Kball recommended. Found it on Amazon for just under $15 free ship (amazon prime). I'm pretty sure it is a 12mm banjo bolt but I don't know if the thread pitch is right. I have an oil pressure test gauge with a 1/8npt threads on it. I see no reason why I cant use this to test fuel pressure too.

well I'm back to square one. gonna start a new thread to see if anyone else has had the problems I'm having. Fuel pressure is a solid 46PSI it might sag to 45PSI WOT on the freeway. I couldn't look at the gauge very long and keep track of the road ahead. With the ignition off the pressure dropped to 34 PSI.
IIRC my Haynes manual says 38-44 psi. I don't know that I trust this and it seems like a wide range for acceptable fuel pressure. If someone has a FSM that indicates what the fuel pressure should be for a '99 4 cylinder, I'd appreciate them posting what the pressure should be.
Oh yeah the Autometer 2276 Banjo bolt pretty much matches the OEM bolt. The hole is smaller and I would have drilled it out if I were going to leave the banjo bolt in, but I intend to put the OEM bolt back in.
