would a faulty feul pressure dampener cause my runner to surge at idle and not rev when i depress the gas pedal?

It can. I had to replace mine -- BUT -- only after I had replaced the fuel filter and fuel pump.
I didn't realize the dampener was was leaking until I was able to put adequate fuel pressure against it.

we were getting pressure and ours started to leak so we changed it tonight. we still surge when we idle. so we think it is the feul pressure regulator. does that soud right?
