Fuel pump issues and out of ideas

I have a 1994 4runner and have recently encountered a problem with the fuel pump/fuel system. I replaced the fuel pump fuel pump relay efi relay checked all fuses and replaced a few just to be safe. The pump only comes on when the relays are bypassed. It's getting spark but it won't run even with the pump running. Is there anything anyone can think of to check other then what I have already done? Any help will be greatly appreciated.

How about checking with an ammeter to see how much electricity is getting to the pump. I'd clean your grounds or make some additional ones to be sure.

It's getting spark but it won't run even with the pump running.

So you need air, fuel, and spark. Once you have those things, you need timing and compression. Check all those things, and then check them all again. You don't necessarily have good fuel pressure just because you can hear the pump running, and you don't necessarily have good ignition just because you can see the spark plug arc to the block.

Wouldn't hurt to check the wiring at the fuel pump pigtail to see what's happening there too. You may luck out and have the access panel under the passenger rear seat bottom.
