I would assume at the time you order the rack.

Payment is not due till the rack ships. Some may say that this doesn't matter but it mattered to me.

Your card isn't charged until it ships but they take your payment info at time of order. Like Amazon, standard. Yeah, I'm on the doesn't-matter side, we're playing with borrowed time.

One last thing and please forgive my noob question but does anyone know if you can put a RTT on top of the Gobi rack?

According to their folks that answer the phone when I called and asked, yes. That too was my concern, also there is a thread on here where some members have photos of just that set up.

How's the Tepui cover dealing with the Socal sun so far? Are you working on a way to install / remove the RTT? Would love to see that.

I parked outside, the cover is super durable, and have no issue at all.

2 people can easily lift up the RTT and slide in on top of the rack from the side.

Instead of using the stock hardware, I've got some "7/8" Coated Clamp with 1/4" Hole" to mount the RTT to Gobi and it works like a champ!

7/8" Coated Clamp with 1/4" Hole 5PK - Model Number: 2119

If I got some time, I will post some more details on mounting the RTT to Gobi in my build thread.
