By the time you need chains on a 4wd vehicle, they'll close the roads. Ppl just don't know how to drive so the CHP will play smart.

Hell no.....unless you plan on driving up unplowed logging roads with 3 feet of snow, chains are massive overkill for a 4Runner with decent (stock or better and not bald) tires.
 
I would probably get them anyway... Some roads in the Sierras are closed to vehicles unless you have chains in the vehicle, even 4WD vehicles. If you have the stock dunlops with a decent amount of tread on them, or better tires, you won't have any problems. But when the officer asks, you can show them the box and be on your way. Just return them when you get home :-)
 
I agree w/ Northof49, you don't need chains just as long as you have sufficient tread on your tires you will be fine. If you want to feel confidence and security in the snow I would recommend getting Revos, you will never have to chain up and you will be dusting every vehicle up the mountain on a snowy day.
