Gross polluter

I found a used 4runner that I'm interested in, 3.4 liter. It has been registered here in southern California for the past couple years.

I noticed it was documented as a gross polluter in the past (carfax) but the registration is current. The present owner didn't own it during that time so he doesn't know the story on why/what etc. I'm assuming if the registration is current, the issue has been remedied.

Should I run for the hills? Is this thing bad news?

What does "gross polluter" mean? Never lived in Kalifornia, so not familiar with their emissions laws....
