Has anyone figured out what “Mexico Spec” means on some part number listings?

Browsing for parts I saw there are two steering racks available for my 2010.
One of them says “Mexico Spec”. I figured it might be for 4Rs built for the Mexico market but there are no VIN listings. Next I figured they were starting to make parts in MX but Googling the part number is showing “Made in Japan” labels so maybe not.
Here’s what I mean.

I did a quick google search. Cars driven on Mexican roads need more durable suspension/steering parts, so I think “Mexico Spec” means for the Mexican market.

It's been a number of years, but a friend had a Dodge sedan that was Mexico Spec all the way. His Dad had bought it when working for years in Mexico City. When he retired he brought the car home to the U.S. It had 1.2 ton pickup running gear under it. All the suspension brakes bearings etc were all 1/2 ton pickup stuff. It even drove and road more truck like than it's U.S. counterpart.
