I've seen it done. It can look ok if you do it clean.

Mine is done that way. Page 3 of build thread in signature has a couple of pictures. I have a 2" body lift though. So it may look a little different. But may be easier because with the body lift the stock bumper mounts didnt align, so I made some brackets in waiting to weld some steal tube to the mount to then be covered with stock bumper. Garage time no longer exists with a new baby.

You won't be able to use just the bumper, Wildcat--the bumper would almost certainly deform from a pull, and the bumper mounting is just four small bolts close together. You would need to tie the winch plate into the front of the frame for strength while using the bumper mostly for positioning the plate. Aftermarket set-ups first weld a plate across the front of the frame crossmember (since there are holes across the front which would compromise strength), and attach their bumpers to both the front AND sides of the frame, spreading the winching load over a large area. If you put braces behind the factory bumper in these areas, you should be fine, while keeping a clean look.

One of the manufacturers for Toyota FJs - Lucrum (may not be correct spelling) has not been around for a while but there are others.
It does not look like a difficult process to build one.

I don't he was talking about winching right from the bumper, but with a winch plate on he frame with the stock bumper wrapped around it. I don't seem to have seen any others except the trail gear version.
Don't forget a 4xi frame brace.
It's not very difficult to do. But unless there is some strong steel behind the halfed stock bumper it won't be strong enough to prevent damage to the front end or corners. But if you like the stock look this gives you a winch mount.

If you're any good with cutting and welding steel you can run a beam behind the factory bumper. Brace that beam to the frame though. Then you can make a mount for the winch that will attach to the beam behind the factory bumper with some bolts and still retain a stock like appearance.

added a 9000 lb Harbor Freight winch using Trail Gears winch mount plate. Had to make a few mods for my own setup, but worked ok. Cut the factory bumper up so I could use the outside pieces and keep it looking clean and keep the factory turnsignals. no body lift so bumper had to be cut all the way through
