Thats the crazy thing. I didn't even mess with any wiring on the fogs when I restored them. I just unplugged them from their connectors, took them apart and redid the interior reflective housing.... Low/High beams work like normal, but when I have the low beams selected, then hit the fog switch it the highs kick in with no fog lights...
Maybe I jacked something up when I did the HID kit... Weather here has been crappy and everytime I get off of work, it is raining. Only work on the Runner I've been able to do is at night time with a flashlight in my mouth...Oh the joys!

Sorry but NOPE no wires backwards. I messed around with the lights this afternoon and found out that the port/dealer installed fog lights apparently run off of a circuit of the main headlights..
(if that makes any sense, but I'm not all that keen on electronic wiring other than car audio).
Basically, my HID kit is plug and play. Therefore the HID kit only plugs into one headlight socket, and it works both HID headlights. With having the one headlight socket being unused, it disables the Hella fogs. I tested this by putting a standard halogen bulb in the unused socket, and the fog lights worked perfectly.
I thought I could mess around with the wiring of the switch in the passenger compartment, but it looks like the factory wires were redirected (crimped with the Hella kit) to have the fogs disabled with the high beams.
Anyone know any other way around this other than trying to re-do the wires underneath the steering wheel?
By the way, I found my Toyota factory glass breakage sensor underneath the steering wheel behind the plastic in case anyone didn't know.....
