Headphone & bass response questions

I have the JBL 10 speaker system with CD changer. Like many owners, I am a little disappointed in its performance. The bass response is OK (just) when listening to FM and AM, but less satisfactory on CDs. (I haven't tried any cassettes with good bass tracks yet.)

Do the radio stations emphasize the base? If so, it still sounds cleaner than when I increase the JBL bass adjustment for CDs. (I normally run it set to +1.)

Also, I have a pair of Toyota brand IR headphones. The bass response is extremely weak. Are there any other brands/models that are better?
