Actually, it has been addressed. You will find that about every possible question/scenerio has been discussed before. ;):

Anyway, the way to turn them off depends on the model year of your 4Runner. What year is yours?
 
All you have to do is snip a wire. So get a pair of wire cutters and some electrical tape. Then look under the dash under the steering wheel. You should see the Daytime Running Light module under there (to the right. Mine had a big, blue sticker on it). Take off the harness (in the back of the module). There are a bunch of wires on there, so be careful with the wire cutters.

Pick out pin #12. It is the black wire with the yellow stripe. The pin # should also be etched into the plastic harness, as well. Then simply cut and tape off. You are set. BE VERY CAREFUL not to cut the wrong wire. There is another wire that has the same colors, but it is a yellow wire with a black/blue stripe. Don't cut that one. Check twice, cut once.
