I'm considering buying the 2013 4Runner and had a few questions about it, I figured that this was the best place for those questions.

So I'm looking to get the SR5 with the premium package and 3rd row. Is it true that with the 3rd row option, the second row doesn't fold flat?

Welcome! It doesn't appear that they do. Looks like the 2nd row is on a track allowing them to move forward and back, but not an option to fold flat.
