Help!!! 1993 with mech problem

I was given a 1993 4runner 4wd auto and was told it just needed a battery, it looks like its in alright condition. I also am in the military and in japan so its a straight Japanese one right hand drive, not sure if that matters. I replaced the battery but now it wont start. The headlights will come on and the horn but none of the accessories will turn on when i turn the key. The dome fuse is blown under the hood i try to replace it and it just blows them on contact. Any ideas on what i should do?

you have a dead short some where in that circuit,try trace the wires and checking for loose broken worn coverings or two wires touching,good luck and let me know

ignition switch or bad ignition relay?

the dead short is in the circuit that keeps blowing.this could be tied to your ignition circuit somehow.you need a wiring diagram.i would look at as much wire as you can see to check for wiring issues.did you rewire anything?if so check your wiring.did it start before you changed the battery?
