Not exactly sure what you mean about what is...spinning? When I did a heated mirror retrofit I took pics that show the bolts that hold the mirror's body on as well as the ones that hold the mirror on and in place...perhaps that will help?
Thank you Habanero . I think I may have lost one of the screws from the bottom of the mirror housing because it won't stay in the normal position and just travels freely in or out. So I'm thinking that may be it, but I dunno.... LOL

That sounds reasonable. The access hole for the most likely- and easiest to get to- culprit is at the bottom of the mirror housing, below the mirror. Just be careful not to strip out the plastic screw hole. It's possible the screw is still there since the assembly hasn't fallen out yet. Good luck!
