Help installing Tacoma Skid Plate

I got my Tacoma Skid plate in the mail today and was going to put it on, but I can't get the bolts off that hold the tow hooks on. I just sprayed some WD40 on there and am going to let it sit for a while.

I might go buy some PB Blast. Where do you buy this stuff?

What should I do to get these bolts off?

Try and find a piece of steel pipe and slide it over the ratchet handle, this should give you the leverage you need. Thats how i was able to loosen mine. Be careful , good luck!
