What's it doing? Is it at idle speed when it occurs or is it while your driving it?
I highly doubt pcv. What year is it, engine size ect. , How many miles does it have on it?
Have you checked for codes?
When you say you've checked TPS, CTS, MAF, and vacuum lines what exactly do you mean by checking them? Was it just a visual check or a diagnostic check of their functions?
I want to help but I need to know more.

its a 1990 3.0, ive sprayed starter fluid on all vacuum lines, and switched the sensors with different ones......its got 183xxx miles. and that check engine line isnt on. so no i havent checked any codes.

Have you pulled the air inlet hose from the throttle body and inspected the throttle plate? You need to look in the throttle body and see if its dirty, if so buy some throttle body cleaner and use a tooth brush, rag and cleaner and clean the heck out of it. Check all the air hoses going to the mass air and back to the throttle body and see if all the clamps are tight and hoses are secured.

i havent had any time to do that. but i did put a different whole throttle on. and it didnt do anything
