Help needed: '99 4Runner SR5 Rear Defogger Fix

I have been driving my 4Runner since 2002 and its rear defogger worked not even once.

I've read some of the related posts here and decided to inspect inside the tailgate for a try. Having removed the trim panel and the passenger side service cover, and lowering the rear window half way, I now see a pair of wires in the corner. 1 wht wire still connected to the corner of the glass (under a coat of wht paint) while the blk wire hanging loose there.

I can see where the blk one needs to be conencted (about an inch apart from the wht one) but my questions are:

1. Should I first remove the paint like coating to expose the contact point?

2. Should then the loose wire be soldered back or glued to the original spot? (I heard there's a kind of conductive glue by 3M)

If the wire needs to be soldered back, I suppose there's a metal contact under the protective coating but I am not sure.

Your help is greatly appreciated.
