Help please: toyota 4runner 2008 front fender liners are different on both sides?

I recently had the right front fender liner replaced by an auto body shop since I hit a deer on the right side of the car. But I found that the right front fender liner is different from the left front fender liner, in that the front part of left one is a whole plate, but the front part of the right one has 3 parallel empty spacing in it. Is this normal? Has the auto shop replaced with the wrong part? Thank you.

That is correct. The passenger side fender liner has slotted openings to allow for airflow to the intake in the fender.
