Help w/2nd gen steering stabilizer

I am upgrading the stock steering stabilizer on my stock 93 4runner. I easily got the frame side off but I cant even budge the steering link side.

I got the bolt off and messed with it and it wont move at all. Do I need a special tool to remove the stabilizer?
