Help With Billstein Dust Covers

Just installed bilstein hd rear shocks with 906s. I can't get the dust cover back to it's proper position. Anyone have any advice?

I've never had an issue. Just slip the metal collar in the shield up onto the grove in the shock shaft and you're good to go.

I have the same problem on one of my front shocks. I don't see how I can fix it without dismantling it.

Just dropped mine off to have lugs torqued and my suspension work looked over. I asked them to get the two rear dust covers back on and they said entire shock has to come off and it would take about two hours. Labor cost would equal that of two new rear shocks. Were they wrong? Is there a way? If not I'll takem off and do it myself.
