High beam lights are not working in my 1990 4Runner.

The blue high beam indicator in the dash comes on when i switch to the high beam but nothing happends.

What can this be??

Have you took a tester the wire near your headlight? Then you can see if you got power there, if not follow it back. That's where I'd start.

Probably the daytime running light relay under the dash if you have a non-U.S. model.

If you have do somehow have U.S. then its probably a bad wire since your high beam indicator comes on the switch is making the circuit complete for the indicator.

If the lo beams work, that means the fuses, and relay are good.
The fact that the high beam indicator lights would mean the switch too is OK.
It could be the wiring between switch and lights.
