Gonna revive an oldie. I'm a 23 year back counter parts guy for a Toyota dealership. The 3rd brake lamp assembly in the spoiler is indeed LED, and must be replaced as a whole.
I recently got a 2003, with said lamp assembly not working. Now keep in mind, I do NOT like working on vehicles, and always seem to run into complications when I do. That said, thanks to the info in this thread as well as from the repair manual in TIS, this was probably the easiest repair I've ever done. The spoiler came off with ease, much to my surprise, and reinstalled just as easily.
