I've seen lots of people on here talk about the HIR bulbs, and want to give these a shot. Does anyone know where I can find HIR for the low and hi beams, I've got the 04 style headlights.

I just ordered my high-beam HIR1s from Candlepower, and my low-beam HIR2s from John Deere. Deere will have them in tomorrow, I'm not sure when Candlepower will have them to me.

HIR Headlights 9011 9012 bulbs
Had them in my old accord wagon. I could REALLY tell a difference from the stock halogen. Definitely worth the money IMHO.

our runners use the 9006/9005 low/high beam bulbs such as the silverstars . i have them in my low beams and fogs, nice improvement over the stock bulbs. i believe the bulbs you are talking about are for the projector lights in the newer runners. i may be wrong but id double check to be sure.

The HIR1 ( high beam ) and HIR2 ( low beam ) bulbs will work in 2003-2005 4Rs, just need to trim the tabs as already mentioned.
I put HIR 2 low beams ( purchased through John Deere in May 0f 2008 ) in my wife's 2008 Rav4, together with Phillips +30 high beams that I pulled out of my previous SE. In retrospect I should have bought HIR1 for the highs and just put Nightbreakers or something similar for the lows. The Rav has a reflector lens, not a projector, and the HIR 2 in the lows throws a lot of flare from the lights, I can only imagine that it could be worse in the low beam reflector housing of a 4R that sits that much higher off the ground. The HIR 2 throw a lot of light and are definitely an improvement on the OEM bulbs, but when I drive the Rav I regularly get people flashing me thinking I have my highs on, and my wife has mentioned this as well. Usually it's drivers of riced up Civics and Mazda 3's. I guess when you are that low to the ground anything higher than you looks brighter.
If I owned a 2003-2005 4R I'd probably go with HIR 1 highs and some sort of "plus" bulb for the lows. I think I'd stay away from the HIR 2 in the lows because of the flare. Just my two cents.

You could probably try adjusting the driver's side down and to the right a bit in very small increments. I think it would probably make a bigger difference to oncoming drivers to adjust to the right rather than down. I've been meaning to do this on my wife's Rav but just haven't got around to it yet.
I think it's about #23 on the "to do list" right now.

Euro standards require a sharp cutoff, with minimal light above the cutoff, making for good fog & snow vision and less glare to oncoming cars. DOT standars require light shining upward to illuminate overhead signs. IH8 DOT lights. I had German spec lights in my Audi, 80Watt lo-beams and I never got flashed by oncoming traffic. Four 100Watt hi-beams, I miss that on my long night drives.
