I've got some light hard water damage on my hood and grill from the sprinklers at my apt....will using the clay bar help?

Yes, a clay bar will definitely take care of this for you.

edit- I didnt think about the etching. More than likely it will get rid of them though. I have that same problem from the sprinklers in my apartment complex.
