How do I fix this bumper

Backed into my neighbor's fence one night when it was pissing rain in the pitch black and was distracted (The fence is okay)

It is both pushed in (see how close the mud flap is to the tire!) and knocked a bit lower. I actually have the same problem on the other side but its not nearly as bad.

I tried manhandling it and got nowhere.

I have basic tools, a winch, and a $35 budget. Thoughts?

I'd probably look at removal instructions and try removing it and putting back on after. You may find some clips are broken and need to be replaced and something could be bend or something like that preventing it from going back into place.
 
I ordered a replacement bumper for mine after someone drove into me. Not cheap, but the attachment points for these are really flimsy.

The bumper just has a small plastic clip. The bracket that attaches onto the body is substantial enough, but still plastic.

On the 2003 at least there is also a Styrofoam pad between the frame and the bumper cover, that may also have an impact on it's position.

Now I'm wondering if I pull the bumper off and try to re-attach it.....how do I prevent or ensure the current "shape" gets rectified?
 
Should there be a picture in this thread? You mention seeing how it's pushed in but I don't see anything. The plastic bumpers can sometimes get their shape back with heat. Maybe remove it and leave it in the sun with some gentle persuasion or use a heat gun on low. I've seen some YT videos with people using heat to get the shape back.
 
Hopefully not too late for my answer... There is a plastic bracket that attaches to the body for the bumper to clip onto. If this plastic part is broken, bumper will hang loose.

Not too late I haven't tried to fix it yet. Any idea on a part number?

Okay, bumper fixed. Before vs after:

Went pretty smoothly. I used my heat gun to reshape two of the bent plastic sections which went well. I'd say I got them about 90% back into shape. Then there were two broken screw 'holes' at the top corner on each side. I used my hot glue gun (love that thing) to glue two washers onto the bumper to recreate the 'holes'.

Some of the tabs and such were broken but just the act of taking it off and massaging it back together was really all it needed.

Also a good opportunity to do a bunch of rust prevention while I had access to everything!
