Maybe they discounted it to get rid of a vehicle they ordered where someone didn't pick it up? KDSS from what I hear isn't sold in the Gulf states unless ordered.
I had to go to Arizona to get mine because no KDSS in Texas except for Amarillo which wouldn't negotiate much ($900 off). 40k exactly in Arizona. $2900 off MSRP. TRD Off-Road Premium, KDSS, sunroof, roof rails, sliding rear cargo. No running boards which I didn't want anyway. Used air miles to fly out there and had 1200 miles on it when I got back.
I am sure I might have been able to find it cheaper but I was in a rental car. Not much negotiating power there.

I think you're missing Jayhawk's point. "Market Value" is regional. 4Runners seem to be less likely to be discounted in the west than in the east. it seems the best deals are coming out of the southeast. whereas in California and Colorado the prices seem to be the highest or least likely to be discounted. the point is one should give people the benefit of the doubt... especially since I can't think of what anyone would have to gain by lying on this forum about this. Also what each market demands can change based on the demand vs supply in the specific region that you're in. I live in a reasonably small state with a whopping million people (in the whole state) and there are easily a half a dozen Toyota dealerships within an hours drive. I have read stories here about people going 1,000s of miles to pick up vehicles that are in my backyard. Last thing, you know how everyone thinks they have good taste, and a great sense of humor, but we have all met people with terrible taste or no or a poor sense of humor. guess what everyone thinks they're a great negotiator too, and there is a lot of ego involved. the fact is some people are more skilled at getting car sales people to make a deal.

i found 4 runner limited, 2017. silver, with running board. i think all the stock option it.
the MSRP WAS around 45,000.
i told them i did my research. and i can get a 2018 with redwood interior. for about 42,000.
he came down to 4200. i didn't show any emotion during the deal.
then the big head.. came in offered me a really crazy price..
he said $38,000 for the car if i buy today. or put a deposit down.
does a 2017 4runner limited, 38000 sound like a deal. or shod i ask lower.
any help would be good. first time Toyota 4 runner.

try to get lower and have bid war between multiple dealer. have 3 dealer with similar car. let see what happens. i mad a low ball offer 35,xxx.
This is almost exactly what my deal was.... and I think it's good.. about 8% off. If the car is exactly what you want, you wont regret it.
Seems decent since it has KDSS. My buddy just bought a 17 TRD Off-road new last year in TX and paid 36xxx plus tax.
Finally picked up our 4Runner. Thought we got a great deal.

yup. I emailed them VIN # as well. They told me that their dealership didn't sell this 4runner.
There are also some hits from Milton Ruben Toyota in Augusta, GA when you google this VIN. Might want to check with them too.
I don't understand why it's such a secret though.
