I need help identifying these lines

I think these are vacuum lines that run down to the actuator but not for sure. Is this normal for them to be capped off. As you can see there is a factory bracket holding these in place. The 4WD on demand works perfectly on my 2001 4Runner SR5. I tried to trace them down and it looks like the smaller one goes to the front diff actuator. Can anyone explain? TIA
