You can piece together the same kit at WheelersOffroad for about $160 less than Icon advertises it. They also pay shipping on the coilovers.
Coilovers: $1097
Rear shocks: $220
Rear coils: $220
Toytec offers the stage 1 for $1399 but it would depend on whether they charge you tax and shipping to see if that actually comes out to less.
