Idle problem with my 91 t4r

Have a 1991 t4r with a 22re 5 speed that I've rebuilt the engine on. I've had some ups and downs with this project but now have it on the road. I've noticed, however, that recently the tach is jumping up and down, particularly at stop lights, it will climb slowly from 1600 rpms to say 2100 and then just drop out to 1500 and repeat this continually. Any thoughts here? Thanks for looking and any advice you can provide.

Anyone who can really respond to this would be helping both of us.

I have the same problem, except your RPM's are WAY THE HELL UP THERE.

I like my idle at 1000 RPM's, but it'll always climb to 1400 and once it gets there it jumps up and down between 1000 and 1400 whenever the brake is applied.

I am replacing the throttle body itself - hopefully this will do the trick.

Mine is actually in the same range, but when it starts cold it higher, int he range that I described, I figured it may be computer driven but it is pretty weird.
 
I've always kept my idle adjustment screw turned all the way down -- doesn't help this situation at all.
