Idler Arm Rebuild?

So I found out today that my Idler arm needs to be replaced. I have searched around and found that you can rebuild the idler arm for a lot less than buying a new one. How hard is it to rebuild the idler arm? Any special tools that I would need? What kind of grease should I use?

Is there a way to determine if an idler arm is still good from a parts yard? There are multiple 4runners there and its only $18 for one. Thanks.

I could be wrong but I think that arm was part of a toyota recall. I finally got mine done at the dealer, no charge.
 
It's the steering rod relay that got recalled and mine already had it done. I reald the article that fourwd1 put up and It is manageable and I might just give it a try. I have nothing else to do when it is pouring outside.
