Good question, I remember helping a friend fix this problem on his 77 CJ-5. I believe the starter solenoid was causing the problems...
Test the starter relay:

Having pulled the starter relay and tested it, this is not the problem. In the de-energized state all contacts are open circuits. When I apply a voltage to terminals 1,2, I can hear the contact close and the circuit between terminals 3,5 is now a short. When the voltage is then removed, the contact opens and it's an open circuit again.
Anything further that can be tested on the starter relay? If not please suggest the next place to investigate.

Per the document there should be continuity between terminals 1 and 2 when it's de-energized. Just tested this out yesterday on my 98.
There's some other threads on starters going when they shouldn't. One is current in the last 2 days and did a major HUMVEE mod, but didn't have the fuse box sealed up so when it was wet water got in there and made things like the starter go when it shouldn't.
I think the others mainly had to replace the starter, just the starter contacts, or just the starter ground connection. If all of those are good, I'd probably next go to the ignition switch (switch behind the tumbler you put your key in), but pull up a wiring diagram and take a look.
