IGNITION PROBLEMS!! Anti- theft

My ignition cylinder seized up on my 99 4Runner. It wouldn't let me turn the key at all once I put it in the ignition. So, dealing with this on other vehicles, I got the old ignition cylinder out and replaced it with a new one.

To make a long story short, once I got the new cylinder in, it let me turn it to acc and on (which I couldn't with the old ignition). But, once I tried to actually start my 4Runner it wouldn't. I turn the key over and it just wouldn't start. The starter was turning and everything and it just sounded like it wasn't getting fuel and starting up.

I read that other vehicles anti-theft kicks in once there is a new ignition put in and they would have to take it to a dealership to clear the codes on the computer to allow anti theft to clear. I do have a scan gauge where I can normally clear any codes that pop up so I force cleared any codes and it still won't start... So I don't know if that is the same for my 4Runner of if it's something else. ANY HELP IS EXTREMELY APPRECIATED.

Yep by the look of that ring hanging there yours has immobilizer
try holding your old key near that ring while you turn the new key, once the car starts you can move the key away from that ring(usually)THEN drive to the dealer, or a locksmith with programming equipment to register keys for starting.

I tried this and it still didn't work... looks like I'm getting towed to the Toyota dealership
