I'm currently in the market for a 06-09 4Runner. Here are the specs:
06-09 4Runner
Preferably in BLACK, but silver and gray will do
4X4
V6 Engine
Under 100K miles
Looking to spend between 17K-22K
Preferably the Sport Edition but they'll all do.

all I can say is shop shop shop, craigslist is your friend!!! I purchased my 4runner this year, I had been looking at them for a year or so and was dead set on getting one. It was just waiting for the right one. I wanted all options, to buy from the original owner, mint condition clean title, no dents scratches had to be flawless, in black, sliver or white v8 with the 5speed auto and the tow package with tranny cooler and under 75k miles in mint condition and I was willing to spend 20k. It took me almost 4 months to find my 4runner with the money burning a hole in my pocket everyday. I almost bought a 2006 in silver bone stock that met all my critera but it was barely under low blue book with 55k miles in silver. I test drove it loved it but in this market didn't want to get TAXED when I knew I could get a DEAL. I kept looking and found my current truck which was a 2003 4runner in show room condition with 76k miles, and had about 10k in upgrades on the build, and the cold part about it was I spent 6,500 less then the 21k I almost spent a few days prior. I paid off the original owners loan on this truck which was 14,500. with all these mods I'd say its one of the nicer 4th gen builds I've seen. The original owner put so much money and time into the truck it was unreal

MORAL OF MY RANT: CASH IS KING....LOW BALL LOW BALL LOW BALL, Just wait and be patient the right deal on the rig you want will come along. I mean in this economy people are hurting so I say it's a buyers market take advantage of it find someone who wants thier loan paid off or is hurting to sell there truck which is most likely a 2nd vehicle anyway. I recommend looking on the forum's here and craigslist in your area. if your willing to travel to the bay area or sacramento or Arizona even better deals then the orange area.
my buddy just recently drove to Arizona to purchase his 4runner it was an 03 v8 limited with 92k miles 2 inch lift on brand new 31.5 inch tires in Silver with every factory option and the truck was mint, leather the whole 9, and we picked it up for 8,500 clean title the guy was asking 10,500 he couldn't afford the gas and had to down grade to a older honda sedan.
