You can tint windows in VA, just not too dark. Here are the specs, from the VA State Police Web Site.

1. No sun-shading or tinting films may be applied or affixed to the rear side windows or rear window or windows of any motor vehicle operated on the highways of this Commonwealth that reduce the total light transmittance of such window to less than thirty-five percent;
2. No sun-shading or tinting films may be applied or affixed to the front side windows of any motor vehicle operated on the highways of this Commonwealth that reduce total light transmittance of such window to less than fifty percent;
3. No sun-shading or tinting films shall be applied or affixed to any window of a motor vehicle that (i) have a reflectance of light exceeding twenty percent or (ii) produce a holographic or prism effect.

Here's the link if you want more info. Scroll down a bit and you'll see the section on tinting windows.

Having said all of that, I live in VA and my 2001 Cobra has 20% tint on all side and rear windows and I've never been pulled over, failed inspection or been otherwise hassled by the police. Guess I'm just lucky, wolfgang sounds like he speaks from personal (bad) experience.

Every car I have owned has had tinted windows. I have never failed the state inspection. I had a car with 5% all the way around and I got pulled over once but didn't get a ticket.

Getting the VA legal tint, 50% on the front two doors and 35% around the rest isn't worth the money, IMHO.

On 3rd gens it's the deckplate mod and drop-in filter for about $60 and get the same results as the $200 on up filter kits.

$20 for a pair of TRD Sport stickers which help the appearance but no noticeable improvements in horsepower from them.

Rear diff breather extender for those water crossings - $15

Independantly controlled fog lights - Free,had the little wire pieces already.

Rear diff lock mod so it can be engaged even when not in 4wd - Free

I did this too but I had to buy the silver sharpie. Cheap but not free for me. I like it a lot though,
