is 11.68 VDC too low?

Trying to boot up a P4 motherboard with HD, video, and CD powered. I get 11.68 at spare connector. Tooo low? no video, might be the card also.
MSI PT880 P4 Sckt 478 mobo with 3.4 Prescott Extreme.

I have a 500 watt PS coming out to me, may be a few days before I can test again. With my luck, it will be the Radeon also. Stupid version 2 board only has 3 MB slots, version 1 had 4. So down to two for dual channel use. May try to find some 1 GB sticks. fun times.
 
This main computer of mine goes back years. P4 2.4/800. I have a few spare parts, want to put together a project machine--Dual boot, Win XP-Pro and Ubuntu (Linux). My last project died last month. (just keeping this old brain of mine busy, unemployed the last few years)
 
It's a challege. Just start your retirement accounts young. Too bad I had to sell my house during the market crash. life, so much fun.
 
You're lucky you got your house sold. It's hard to sell your house nowadays. My neighbor's house is still up for sale since last year.
 
What watt PS? Pull everything except what you need to see the bios - no cd, no HDD, no video card if you have onboard. Isolate one by one.
 
Spare parts machine, it was an old-old 400 wt I think. Have a 500 wt on the way. If that old Radeon is toast, then I will be looking for a AGP Gaming card soon. Limited to a 3.4 Prescott P4/800. Fun project machine.
 
well, another PS/500 wt. It let me into BIOS, Set-Up and locked up at time/date. was at 11.5 VDC then. Reboot to nothing. life. BIOS did show me the 3.4 E is actualy a 2.8E Prescott. fun times.
